The Industrial Revolution 4.0 brought significant changes to Indonesia's education system. Technology and information are needed to implement learning processes, especially during the COVID-19 pandemic. Teachers can create meaningful learning by developing Pedagogical Content Knowledge which can be actualized using the Content Representation (CoRe) Framework and Pedagogical and Professional-Experience Repertoires (PaPeRs) designs. The method used in this study was research and development (R&D) with ADDIE model (Analyze Design/Development, Implementation and Evaluation). The feasibility of the virtual laboratory was validated by expert validators, namely media experts and material experts based on the National Education Standards Agency BSNP). The types of data obtained were qualitative and quantitative data, and the results of the study indicated an increase in learning outcomes as well as an increase in students' learning motivation. © 2023 American Institute of Physics Inc..
